Our mandate is to walk people into maturity so that they can be deployed into beer giftings, assignments and mandates.
We rejoice when they too, acknowledged their empowerment in Jesus to be able to go and reach more people, to equip them, that they too will be deployed into their assignments.

Ephesians 4: 11-13
Some of us have been given special ability as apostles; to others he has given the gift of being able to preach well; some have special ability in winning people to Christ, helping them to trust him as their Saviour; still others have a gift for caring for God’s people as a shepherd does his sheep, leading and teaching them in the ways of God. Why is it that he gives us these special abilities to do certain things best? It is that God’s people will be equipped to do better work for him, building up the Church, the body of Christ, to a position of strength and maturity; until finally we all believe alike about our salvation and about our Saviour, God’s Son, and all become full-grown in the Lord—yes, to the point of being filled full with Christ.
What does it profit, my brethren, if someone says he has faith but does not have works? Can faith save him? If a brother or sister is naked and destitute of daily food, and one of you says to them, “Depart in peace, be warmed and filled,” but you do not give them the things which are needed for the body, what does it profit? Thus, also faith by itself, if it does not have works, is dead.
